Renewed industry pressure to reduce insurance taxes has put affordability back in the spotlight for rural and regional Australia.
The latest debate centres on the extra costs added to insurance through state-based duties, levies and other charges, which can make already expensive cover harder to maintain for households and businesses exposed to flood, bushfire, storm and cyclone risk.

For farmers, the issue is more than a policy argument between insurers and governments. Premiums are one of many rising costs competing for cash flow, alongside fuel, fertiliser, labour, finance and repairs. When cover becomes harder to afford, the temptation is often to reduce limits, remove optional sections or delay renewal decisions. That may ease short-term pressure, but it can also leave a farming business more exposed after a major loss.

Farm insurance is particularly sensitive to affordability because it often brings together several different risks under one program. A single farm may need protection for buildings, sheds, machinery, fencing, stored grain, hay, livestock, liability, vehicles and business interruption. If taxes and levies lift the total premium, farmers may find themselves making trade-offs between essential cover sections rather than simply choosing between one policy and another.

The renewed tax discussion also links directly to the broader problem of underinsurance. Replacement costs for rural assets have risen sharply in many districts, especially where materials, freight, specialist labour and contractor availability are constrained after natural disasters. If sums insured are not updated, a farm can appear to have cover on paper while still falling short when rebuilding or replacing assets. That makes establishing accurate sums insured a practical step, not just an administrative task.

Tax reform, if it occurs, will not remove the underlying weather and claims pressures affecting premiums. Insurers will still price for location, exposure, construction, claims history and the type of farming operation. However, lower transaction costs could help reduce the gap between the cover farmers need and the cover they feel able to afford.

In the meantime, farm owners should avoid making cover cuts without understanding the consequences. A better approach is to review the policy schedule, test asset values against current replacement costs, check excesses and exclusions, and consider whether risk improvements could support a better outcome. For farms feeling premium pressure, comparing farm insurance options can help identify whether the current structure remains suitable before affordability concerns turn into a claims problem.
