Fair Work’s move to require fortnightly fuel cost adjustments in road transport contractual chains from 21 April is more than an industrial relations update.
For small transport operators, couriers, subcontracted drivers and businesses that rely on freight networks, it is a reminder that operating costs, contractual obligations and insurance exposures are closely connected.

The order is designed to help road transport participants respond more quickly when fuel prices move, rather than leaving smaller operators to absorb volatility for long periods. That matters because fuel is one of the most visible cost pressures in transport, but it is rarely the only one. Vehicle finance, maintenance, tyres, wages, compliance, downtime and insurance premiums all affect whether a contract remains commercially viable.

From an insurance perspective, the key issue is not simply whether fuel costs are being recovered. It is whether transport businesses are reviewing their broader risk profile at the same time. A contract that is updated for fuel may still contain demanding requirements for public liability insurance, commercial motor cover, cargo or goods in transit protection, workers compensation, subcontractor obligations and indemnities. If those requirements are not aligned with the actual work being performed, operators may face gaps between what they promised contractually and what their policies will respond to.

SMEs should also consider how cost volatility affects cash flow resilience. If a truck is off the road after an insured event, the financial impact can extend beyond repairs. Lost revenue, replacement vehicle costs, delivery penalties and customer disruption can place pressure on margins that are already tight. This is where business interruption thinking becomes relevant, even for operators that do not own a traditional shopfront or warehouse.

Practical steps include checking contract insurance clauses before signing or renewing agreements, confirming that vehicle use and freight types are accurately disclosed, reviewing excesses and sub-limits, and keeping asset values current. Businesses can also estimate appropriate cover levels before approaching insurers, especially where equipment, stock, portable property or interruption risks have changed.

For many operators, the Fair Work change may improve transparency around one major cost input. It should also prompt a broader conversation about whether the business is pricing risk properly. A licensed insurance broker can help compare policy obligations against transport contracts and identify exclusions that may not be obvious until a claim occurs. In a sector where margins can shift quickly, insurance should be treated as part of commercial planning, not a once-a-year renewal task.
